A multi-disciplinary core team comprising members from line ministries, partner organizations, and other relevant key stakeholders should be instituted. Clear terms of reference (TOR) including skills required should be established as part of the process. This core team will be responsible for the timely implementation of all planning and preparatory activities, necessary to develop the next NSP and GF proposal. After the roadmap is approved, the scope of work (SOW) and terms of reference (ToR)can be developed for the core team. Ideally, the core team is chaired by the NTP manager.
Separate writing teams may be convened to draft the NSP and the Global Fund proposal. These teams should work in collaboration with the PCF core team, to ensure that the PCF approach is also reflected in the final documents.
