When the roadmap has been finalized (agreement at the country level), a budget should be developed for the entire process. All planning and preparatory activities should be adequately budgeted and fully funded; ideally, budget and identified funding sources should be part of the previous annual operational plan developed in accordance with the previous NSP.
If the country did not include an operational plan and accompanying budget in the previous NSP, these activities must be financed separately as part of the new NSP development process.
